The 2010 ada standards for accessible design lay out these rules including those regarding any kitchen sink.

Faucets drains and back sink areas should be within easy arm reach without causing excess strain on the back neck or shoulders. The sink should not be connected at an extremely high location where the disabled individual cannot reach it. To meet ada guidelines sinks shouldn t be mounted higher than 34 inches from the floor and they should have a knee clearance of 27 inches high 30 inches wide and 11 to 25 inches deep. These design requirements must be met for most public and commercial bathrooms. They can also serve as a general guide for safe user friendly accessible design when ada compliance is not required.
